Plenary I - Hong Kong's Sustainable Future

C.Y. Leung, Convenor of the Hong Kong Special Administrative Region's Executive Council and Chairman of DTZ Debenham Tie Leung, presented changes and continuities in Hong Kong since the historic handover in 1997 [read the speech]. He emphasized that greater certainty about the city's long-term future had changed how people, particularly business and societal leaders, thought and planned. Hong Kong was now being viewed as a place of permanent residence, a perspective that placed pressure on the government to improve the quality of life, especially schools, housing and the environment. Now that Hong Kong was no longer a stage for political jockeying between two world powers, politics tended to revolve around local bread and butter issues.

At the same time, Hong Kong's leaders were intent on maintaining the city's key role as an entrepot to the People's Republic of China, emphasizing the size of Hong Kong investments in the PRC, long local experience with conditions on the mainland, and openness to the rest of the world.

Leung noted that Hong Kong had the most liberal telecom market in Asia, and this was helping to fuel a local dot-com boom. He speculated that with the amount of cable being laid into the city, international direct dial calls might become free within five years.

Pollution was rising on the Hong Kong agenda, and this was tied to closer cooperation with governments around the Pearl River delta. Housing was always an item of concern because of the scarcity of space.

In 1997 political stability, the most important element of Hong Kong's sustainable future, was established. Leaders and population were working together to improve the quality of life while maintaining Hong Kong's traditional business advantages.
