Wolfgang Reinicke, "Zukunftszeuge" I think the primary challenge for both governments and political institutions is to adapt to a dramatically changed external environment in which public policy both nationally but although increasingly - because of globalization - internationally has to be conducted. And that changed external environment is primarily defined by a transnational context - territory as a unit for decision making no longer holds, time and speed is more and more important. Complexity, the question of intergenerational equity and of course the new actors in the international arena, both civil society and large multinational corporations in some form have to be incorporated in the decision making processes.
