Yashima Hayashi Administration and legislation I would like to discuss the mismatching of the needs of the people and government output, by dividing the government into two parts - the legislative body and the administration. Since I am from the legislative section, I can tell you from the inside that the two parts are quite seperate - we are always fighting with the administration. The legislative body is the input side of the government. Because we are elected officials, we have to market our policies so that we can get reelected. The adminstrative branch is the output section because it is provides programs. As my collegue Mr. Erhart [link] said, acceptance is very important because it is impossible for the government to meet everyone's needs in a democratic society. It cannot satisfy 100 percent of society's needs. The input side of the government is a point that could be discussed in this sense. Government and non-government The debate between Rabbi Homolka [link] and Dr. Fleisch [link] on whether NGOs boss the government interested me. Between government and the private sector, there many gray zones - agencies, special corporations, and private companies. There are many stages inside the governmental administrative sector, so that the government can use that gray to be more effective. By devising niche markets, the administration can act more quickly. This gives labor and the NGO community some kind of legitimacy, which is the point that I would like to make. With the aging of society, such as in Thailand, governments will need to provide more benefits with less costs in the future, and will need to take advantage of the relationship between the legislative branch and the administation, as well as the gray area between the private sector and the government. |
