Dr. Thomas Paulsen Dr. Thomas Paulsen is Manager of Strategic Development (Public Sector) at PricewaterhouseCoopers. He previously worked as Analyst for the Strategy & Trend Research Department at HypoVereinsbank, Germany. Prior to that, he was Senior Research Fellow of the Research Group on European Affairs at the Center for Applied Policy Research in Munich. Research and development policy and the future of transatlantic relations were two of his major fields of concern. He received his doctorate from Munich University.
