Mr. Toshiya Nakamura Mr. Toshiya Nakamura has covered international politics and in particular security issues since joining the Kyodo News Agency in 1985; from 1991 to 1995 he covered Europe and global security for the Foreign News Desk of Kyodo's Tokyo Head Office. He was Kyoto's bureau chief in Vienna until returning to Tokyo in 1999. Besides his regular reporting, Mr. Nakamura has published political articles in Japanese journals and has written policy papers for Japanese ministries. He studied political science and international politics in Kyoto, Tokyo, Berlin, and Massachusetts.
